| 可避免成本的计算是电力需求侧管理项目评估的核心技术，是衡量需求侧管理项目的主要依据。对需求侧管理项目效益进行评估的过程也是对电力系统的可避免成本进行评估的过程。建立了全面的电力系统单位可避免成本模型，其中输配电单位可避免容量成本考虑了分配因子，以体现不同时间削减负荷的不同的价值。还建立了发电公司、电网公司和社会的可避免成本模型，并实例分析了不同需求侧管理投资项目中发电公司、电网公司和社会的收益。 |

| The calculation of avoidable costs is the core technology of power demand side management project evaluation and the main basis for measuring demand side management projects.The processes of evaluating the benefits of DSM projects are also the processes of evaluating the avoidable costs of power system. A comprehensive unit avoidable cost model of power system is established in which the transmission and distribution unit avoidable cost takes the allocation factor into consideration to reflect the different value of the load reduced in different time. The avoidable costs model of the power generation company, the power company and the community is also established, and a case is used to analyze the profit of the power generation company, the power company and community in different DSM investment projects. |
