售电公司作为连接发电侧与用户侧的关键节点,其信用关乎电力市场的稳定运行。在新电改背景下,我国诸多省份都已构建信用管理体系且取得一定成果。随着电力市场的不断深化改革,依靠当前较为简单的信用评价与担保信用额度相结合的管理体系已不能完全适应当下的市场环境。因此,以中、美典型电力市场为例,针对售电公司从评价模式、第三方评价、担保与无担保信用额度等方面进行多层次剖析,结合我国电力市场发展需求,从信用评价指标构建、第三方评价、信用额度等多方面提出售电公司信用管理体系建设的建议。 |

As the key node connecting power generation side and user side, electricity selling enterprises are related to the stable operation of the power market. In the context of new electricity reform, many provinces in China have built credit management systems and achieved certain results. With continuous deepening of the reform of the power market, the current management system that relies on the combination of the simple credit evaluation and guarantee credit line can no longer fully adapt to the current market environment. Consequently, taking typical power market in China and the United States as examples, a multi-level analysis of electricity selling enterprises from the aspects of evaluation mode, third-party evaluation, guaranteed and unsecured credit line is proposed. Combined with the development needs of China’s electricity market, suggestions are put forward on the construction of credit management system for electricity selling enterprises from various aspects of construction of credit evaluation indicators, third- party evaluation, credit line and so on. |
