| 随着新能源发电占比的不断提高和负荷“尖峰化”趋势加强，电力需求响应在提升电网运行调节能力方面的重要性日益提高。首先梳理了“十三五”时期需求响应工作基础，回顾了需求响应在配合电网削峰填谷、促进新能源消纳、助力电力市场发展3个方面的实践工作。然后分析了“十四五”时期新形势下需求响应业务发展面临的挑战，并从政策机制、市场交易、技术研发、标准实施 4 个方面给出了相关建议。最后，对未来需求响应发展趋势进行了展望。 |

| With the continuous increasing in the proportion of renewable energy power generation and the intensified trend of power demand“spikes”, the demand for flexible grid adjustment methods such as demand response has become more urgent. Firstly, the achievements of demand response implementation is summarized from three aspects：cooperating with grid operation, promoting renewable energy accommodation, and promoting the development of the power market based on the analysis of demand response development during the“13th Five-Year Plan”period. Secondly, the challenges faced by the development of demand response during the“14th Five-Year Plan”period are analyzed. Thecorresponding countermeasures and suggestions are proposed from the perspectives of policy support, market environment, technology research and development, and standard application. Finally, the future development trend of demand response is predicted. |
