      如何利用可再生能源并融合新型信息化技术来满足未来社会生产需求,已成为一项重要的研究课题。依据社会经济发展及城镇规划建设纲要,结合能源变化复杂的系统背景,应用复杂适应系统理论,并与实际规划工作特点相结合,提出“三层两中心”的管理体系及规划方法,同时以无锡锡东科技园为实例,从顶层设计入手,底层设施搭建,系统分析并验证该方法的有效性,为应对城镇能源变革的挑战提供一种有效的解决方法。
英文摘要:
      How to use renewable energy and integrate new information technology to meet future social production needs has become an important research topic. On the basis of social economic development and urban planning and construction program, combined with changes in the energy complex system background, using the theory of complex adaptive system, and combining with the char-acteristics of the actual planning work,“three layers of two center”method of management system and planning is put forward. At the same time, take Suzhou city of science and technology as an example, from the top-level design of the underlying infrastructure building, system analysis and verify the effectiveness of the proposed system method, an effective solution is provided in order to meet the challenges of the urban energy change.
