Declaration on the Management of the Use of Generative Artificial Intelligence (AIGC) in Power Demand Side Management

In order to standardize the use of generative artificial intelligence (AI/AIGC) in the entire process of paper writing, submission, review, editing, and publishing, adhere to academic integrity, prevent academic misconduct, ensure originality, data authenticity, and content compliance of papers, and avoid journal publication risks, this journal has formulated this statement in accordance with national and industry standards such as "Academic Publishing Standards - Definition of Academic Misconduct in Journals" (CY/T174-2019), "Guidelines for Responsible Research Conduct (2023)", "Guidelines for the Use of AIGC in Academic Publishing", and in combination with the characteristics of academic research in the power industry and the requirements of journal publication. This statement is officially effective from the date of publication. This publication reserves the right to revise and interpret this statement based on technological developments and industry standards updates.

Ⅰ Basic principles

Generative artificial intelligence can serve as an auxiliary research tool, but it cannot replace the core role of authors in posing scientific questions, designing experiments, analyzing data, forming arguments, and contributing to innovation. All content generated or assisted by AI shall be the ultimate academic, copyright, legal, and confidentiality responsibility of the author. Any use of AI tools in the process of manuscript creation and editing must be actively, completely, and truthfully disclosed, ensuring that the usage behavior can be queried, the content can be traced back, and the process can be reviewed. It is strictly prohibited to use AI to process confidential information, undisclosed power industry data, enterprise trade secrets, personal privacy, copyrighted documents and achievements, and to strictly abide by the information security management regulations of the power industry.

Ⅱ Author Usage Guidelines

（1） AI usage allowed range

The author can reasonably use AI tools to carry out the following auxiliary work: literature search and sorting, basic grammar and text polishing of the manuscript, regular paper format, simple chart layout, formula format optimization, and English abstract language polishing. The above use shall not touch upon the core research content of the paper.

（2） AI usage prohibited behavior

1. It is strictly prohibited to use AI to generate core academic achievements such as the main content, research ideas, core viewpoints, experimental conclusions, and on-site data analysis results of the paper.

2. It is strictly prohibited to use AI to forge, tamper with, or modify original research materials such as power operation data, research data, experimental data, load data, energy consumption data, etc; It is strictly prohibited to use AI to synthesize or tamper with paper charts, curves, and simulation results of working conditions.

3. It is strictly prohibited to list AI tools and models as paper authors, corresponding authors, or participating authors; It is strictly prohibited to use AI to plagiarize, wash manuscripts, or splice academic achievements of others.

4. It is strictly prohibited to input sensitive content such as power grid operation data, confidential information of power users, enterprise commercial data, and undisclosed scientific research project materials into AI tools.

（3） Mandatory disclosure and declaration requirements

1. Disclosure location: Manuscripts using AI tools must make a separate "Declaration on the Use of Generative Artificial Intelligence" in the appendix of the paper, using the standard declaration template (see Attachment 1).

2. Special requirements: If AI tools are involved in the production of charts and simulation graphics, in addition to regular disclosure, additional explanation of the graphics production logic must be provided, and the original data must be retained for future reference.

（4） Accountability mechanism

1. Intentionally concealing the use of AI or falsely reporting AI usage information at the time of submission. Once verified by this journal and identified by the AI detection system, it will be directly deemed academic misconduct and the manuscript will be rejected; Once accepted or published, the withdrawal process will be initiated and the author will be included in our academic misconduct blacklist. We will refuse to accept submissions from the author and related teams within three years.

2. In case of disputes arising from errors, infringement, data falsification, or confidentiality issues in AI generated content, the author shall bear all responsibility on their own.

Ⅲ Guidelines for the use of peer reviewers

1. Confidentiality requirements for manuscripts: Reviewers are strictly prohibited from uploading pending manuscripts, manuscript fragments, and review comments to any AI platform or software for auxiliary processing, in order to prevent the leakage of original manuscript results and the outflow of confidential content.

2. Independence requirements for peer review: Peer review is a manual independent review, and the use of AI tools to replace manual judgment of academic value, innovation, technical rationality, data authenticity, application value, and industry adaptability of papers is strictly prohibited.

3. Auxiliary usage restrictions: Reviewers can only use AI for grammar proofreading, and it is prohibited to use AI to interpret, analyze, or rewrite the content of the pending paper.

4. Violation handling: If the reviewer violates the above regulations, this journal will terminate their reviewer qualification and no longer entrust them with the review work; Those who cause information leakage and copyright disputes shall be held accountable in accordance with the law.

Ⅳ Standardize the use of personnel

1. During the initial review stage of manuscripts, it is prohibited to upload the author's original manuscript and complete manuscript content to various AI platforms. The initial review can only use the journal's internal compliance system to conduct plagiarism checks and format checks, and AI intervention in the initial review judgment results is not allowed.

2. During the editing stage, limited use of AI tools is allowed for format verification such as English abstracts, language polishing of English keywords, grammar correction, typo and punctuation auxiliary checks. In principle, AI is not used for content rewriting in Chinese text.

3. All content that has been polished and modified by AI must be manually proofread, reviewed, and checked word by word and sentence by sentence by the editor to ensure that the AI modified content is completely consistent with the original text's semantics, professional expressions, and power industry terminology, and that the modification traces are retained throughout the entire process.

Ⅴ Publication and Post production Management Standards

1. This publication will regularly use the AIGC content detection system and academic misconduct detection system to conduct full screening of submissions, with a focus on verifying issues such as AI generated traces, data anomalies, plagiarism, and manuscript washing.

If it is later discovered that a published paper has engaged in illegal use of AI, concealment of AI use, or AI assisted academic fraud, this journal will publish a retraction notice on the official platform and notify the author's affiliation and relevant academic management institutions.

Ⅵ  Supplementary explanation

1. This statement is a mandatory requirement for the submission, review, and editing of manuscripts for "Electricity Demand Side Management". All relevant personnel must strictly comply with it, and submission is deemed to acknowledge all the terms of this statement.

2. If the country or industry introduces new AIGC academic usage standards, this journal will revise this statement synchronously and publish it on the journal's official website and submission platform as soon as possible.

3. The final interpretation of this statement belongs to the editorial department of "Electricity Demand Side Management".
