The power demand and power balance during the 14th Five-Year Plan period is analyzed based on the present and development of power systems in Jiangsu province. Then a power generation planning strategy that considering the utilization of the generalized demand-side resources is proposed. This strategy is expected to mitigate the increasing operation risk in Jiangsu’s power systems by coordinating resources from the supply - side and demand-side. The temporal production simulation is implemented to evaluate various power generation plans, including the economics, reliabilities, etc. This work may provide an essential reference for and benefit the power generation plannings of Jiangsu province in the 14th Five-Year Plan period.
