Abstract:Aiming at the more widely distributed and more difficult rural coal treatment, a summary of the existing practices of Beijing-Tianjin-Hebei has been put in place, focusing on the comparison of various coal-to-electricity construction operating costs,their use, the impact on the power grid and the dependence on subsidy policies. According to the analysis, when the household electricity price of electric heating for the existing buildings of the rural residents reaches 0.1 yuan/kWh, the cost of heating coal-fired heating can be maintained. The dispersal of“coal to electricity”in rural areas has a low utilization rate and is difficult to operate and maintain in the later period. In centralized residential areas, the centralized heat storage reconstruction method is beneficial to achieve accurate investment and improve grid operation efficiency.Finally, a precise subsidy is proposed to establish a social apportionment mechanism.
