《电力需求侧管理》的出版伦理与出版不当行为声明基于出版道德委员会(Committee on Publication Ethics,COPE)的《期刊编辑最佳实践指南》、CY/T 174—2019《学术出版规范——期刊学术不端行为定义》以及爱思唯尔(Elsevier)的现行政策。本刊坚决反对任何形式的抄袭。向本刊投稿的作者须确认稿件内容的原创性,此外,还应保证其文章既没有以任何语言完全或部分发表在其他地方,也没有为出版目的而在任何地方接受评审。
The publication ethics and publication misconduct statements of Power Demand Side Management are based on the Committee on Publication Ethics (COPE) Best Practice Guidelines for Journal Editors, CY/T 174—2019 Academic Publishing Specification-Definition of Academic Misconduct for Journals, and existing Elsevier policies. This journal firmly opposes plagiarism in any form. Authors submitting manuscripts to this journal must confirm the originality of their work and ensure that their manuscripts have not been published in whole or in part in any language anywhere, nor are they under review for publication anywhere.
本刊编辑、作者和审稿人应履行下列职责,同时遵循《电力需求侧管理》的其他相关规定和要求。
Editors, authors, and reviewers of this journal shall fulfill the following responsibilities and also comply with other relevant provisions and requirements of Power Demand Side Management.
I. Responsibilities of Editors
1. 编辑应根据审稿人的评审意见和编委会的评审报告,决定接受、拒绝或要求修改文稿。
1. Based on reviewers’ comments and editorial board reports, editors may accept, reject, or request revisions to a manuscript.
2. 编辑不得与所处理的稿件有利益冲突。
2. Editors shall have no conflicts of interest with the manuscript they reject or accept.
3. 编辑必须确保每篇投稿首先通过原创性评估,可以利用合适的软件来进行。通过检测后,稿件将送交两位审稿人进行双盲同行评审,审稿人将对稿件的接受、拒绝或修改提出具体建议。
3. Editors must ensure that each manuscript initially undergoes an originality assessment using appropriate software. After passing this check, the manuscript will be forwarded to two reviewers for a double-blind peer review, who will provide specific recommendations on the acceptance, rejection, or revision.
4. 编辑应确保本刊所接受的每篇稿件均经过学术内容审查,不受作者的性别、种族、宗教和国籍等因素影响。
4. Editors must ensure that every accepted manuscript undergoes review of its intellectual content, regardless of the authors' gender, race, religion, nationality, or other factors.
5. 编辑和编辑团队应确保所所投稿件的保密性。在出版前,稿件仅可向作者、审稿人、潜在审稿人、本刊编辑委员会顾问以及必要时向出版商披露。未经作者书面授权,编辑及编辑团队不得将所投稿件用于自身的研究。
5. Editors and the editorial staff shall guarantee the confidentiality of the submitted manuscripts. Before publication, manuscripts may be disclosed only to authors, reviewers, potential reviewers, advisors of the journal’s editorial board, and the publisher if necessary. Submitted manuscripts shall not be used for the editors’ or editorial staff’s own research without the authors’ written authorization.
6. 编辑应在同行评审过程中坚持双盲评审,并保护评审者的匿名性。
6. Editors shall adhere to double-blind peer review and preserve the anonymity of reviewers.
7. 编辑在发现已发表论文存在错误时,应推动发布更正或撤回声明。
7.When errors are identified in published papers, editors shall facilitate the publication of corrections or retractions as appropriate.
8. 编辑在收到关于已投稿件或已发表论文的伦理投诉时,应采取合理的应对措施。
8. Editors shall take reasonable responsive measures when ethical complaints are received concerning a submitted manuscript or a published paper.
II. Responsibilities of Authors
1. 作者应准确陈述其原创研究内容,并客观论述研究意义。稿件应符合本刊《投稿须知》中的相关要求。
1. Authors shall provide an accurate description of their original research and an objective discussion of its significance. Manuscripts shall comply with the relevant requirements in the "Author Guidelines" of this journal.
2. 作者不得同时将相同稿件投稿至多个期刊,也不得将实质相同的研究成果发表于多个期刊。
2. Authors shall not submit the same manuscript to more than one journal at the same time, nor shall they publish manuscripts describing the same research in multiple journals.
3. 作者应注明研究中所用数据的所有来源,并引用对其研究产生影响的文献。
3. Authors shall acknowledge all data sources used in the research and cite the publications that have influenced their research work.
4. 作者署名应仅限于对研究的构思、设计、执行或解释做出实质性贡献者,有显著贡献者均应列为作者。
4. Authorship shall be restricted to those who have made substantial contributions to the conception, design, execution or interpretation of the reported research. Those with significant contributions must be listed as co-authors.
5. 作者有义务参与同行评审流程,并对错误进行撤稿或更正。
5. Authors are obliged to participate in the peer review process and to provide retractions or corrections of errors.
6. 作者如发现所投稿件或已发表论文存在疑似学术不端或伦理问题时,应及时告知编辑,并配合本刊采取相应处理措施。
6. If authors discovers suspected academic misconduct or ethical issue in their submitted manuscript or published paper, they shall promptly inform the editors and cooperate with the journal in taking appropriate measures.
III. Responsibilities of Reviewers
1. 审稿人须保证作者已确认该研究中所用数据的所有来源,如发现有疑似抄袭、一稿多投或其他学术不端问题,应立即告知编辑。
1. Reviewers shall pay attention to whether the manuscript adequately acknowledges the sources of data used in the research. If suspected plagiarism, duplicate submission or other forms of academic misconduct are identified, reviewers shall immediately inform the editors.
2. 审稿人必须客观、公正地评审稿件,并通过充分的论据表达自己的观点。
2. Reviewers must conduct an objective and impartial review of manuscripts, and provide review comments with sufficient supporting arguments.
3. 审稿人应与该研究、作者和该研究资助者没有利益冲突。
3. Reviewers shall have no conflicts of interest with the research, the authors or the funders.
4. 审稿人应指出稿件中尚未引用但与内容密切相关的已发表文献。
4. Reviewers shall identify relevant published works that are closely related to the manuscript but have not been cited.
5. 审稿人如无法在规定时间内完成审稿,应及时告知编辑,以便另行安排其他审稿人审稿。
5. If reviewers are unable to complete the review within the specified time, they shall promptly inform the editors so that the manuscript can be sent to other reviewers.
6. 审稿人应对送审稿件严格保密,不得向他人披露稿件内容,也不得将送审稿件用于个人研究或其他用途。
6.Manuscripts received for review shall be treated as confidential documents. Reviewers shall not disclose manuscript content to others or use submitted manuscripts for their own research or for any other purpose.
IV. Retraction and Correction
1. 编辑在下列情况下应考虑撤回已发表论文:有明确的证据表明,因学术不端行为(如数据造假)或非主观错误(如误判或实验误差)导致研究结果不可靠;研究结果已在其他出版物中发表,且缺少适当的交叉引用、许可或合理说明(即重复发表);论文存在剽窃;论文报道了不符合伦理规范的研究。
1. Editors shall consider retracting a published paper under the following circumstances: there is conclusive evidence that the research results are unreliable due to academic misconduct (such as data fabrication), or due to non-subjective errors (such as misjudgment or experimental error); the research have been previously published elsewhere without appropriate cross-referencing, permission or justification (i.e., duplicate publication); it contains plagiarism; or it reports unethical research.
2. 撤稿通告应尽可能链接至被撤回论文,包括其所有电子版本;应清楚标识被撤消论文,例如在撤稿通告标题中注明论文标题与作者;应及时公布,以尽量减少误导性出版内容的不良影响。
2. Retraction notices shall link to the retracted paper whenever possible, including all electronic versions; clearly identify the retracted article, for example by stating the title and authors in the retraction notice; and be published promptly to reduce the adverse effects of misleading publications.
3. 编辑在下列情况下应考虑发布更正:已发表论文的部分内容存在错误或误导性内容;作者或贡献者名单不正确, 即符合署名条件的作者被遗漏,或不符合署名条件者被列入。
3. Editors shall consider issuing a correction under the following circumstances: a small part of a reliable publication is proven to be misleading; the list of authors or contributors is incorrect, such as, eligible authors have been omitted or individuals who do not meet the authorship criteria have been included.
V. Handling Complaints and Conflicts of Interest
1. 《电力需求侧管理》设有透明且明确的投诉处理机制,读者、作者、审稿人等可通过发送电子邮件至dsm@sgjsdsm.com,举报任何不当行为或不道德行为。本刊将认真对待每一项投诉,并按照独立、公正、透明的原则进行处理,处理结果将及时告知投诉人。
1. Power Demand Side Management has a transparent and clear complaint handling mechanism. Readers, authors, reviewers and other relevant parties may report suspected academic misconduct and ethics issues by sending an email to dsm@sgjsdsm.com. Any complaint will be taken seriously and dealt with in an independent, impartial and transparent manner, the outcome of which will be promptly communicated to the complainant.
2. 作者、编辑和审稿人在投稿或接受稿件时应披露任何潜在的利益冲突,以确保学术研究的透明性和公正性。
2. Authors, editors and reviewers should disclose any potential conflicts of interest when submitting or accepting manuscripts to ensure transparency and impartiality of academic research.
3. 《电力需求侧管理》将识对已披露或发现的潜在利益冲突进行识别、评估和处理,以确保编辑和审稿人之间不存在利益冲突,从而保障编辑独立性和评审公正性。
3. Power Demand Side Management will identify, assess and manage disclosed or identified potential conflicts, and take appropriate action to ensure that no conflicts of interest exist among editors and reviewers, thereby ensuring editorial independence and the impartiality of peer review.
VI Data Sharing and Reproducibility
1. 作者应根据研究数据的类型、来源、格式和敏感程度,制定合理的数据共享计划。涉及数据共享时,应在符合伦理、法律、隐私保护和保密要求的前提下,按照本刊要求提供或说明相关数据。
1. Authors shall develop appropriate data-sharing plans according to the type, source, format, and sensitivity of the research data. Where data sharing is applicable, authors shall provide or describe the relevant data in accordance with the journal’s requirements, subject to ethical, legal, privacy, and confidentiality obligations.
2. 作者应尽可能详细、准确地描述研究方法、数据分析过程和试验流程,以便其他研究人员能够复现研究结果。
2. Authors shall describe the research methods, data processing and experimental procedures as detailed and accurate as possible, so that other researchers can replicate the research results.
3. 在符合相关法律、伦理、隐私保护、保密要求和数据使用条件的前提下,共享数据应以公正、合理的方式提供给符合条件的研究者使用,不得因种族、性别、年龄、国籍或其他非学术因素而受到歧视。
3. Subject to applicable legal, ethical, privacy, confidentiality, and data-use requirements, shared data should be made available to eligible researchers in a fair and reasonable manner, without discrimination based on race, gender, age, nationality, or other non-academic factors.
4. 作者在使用他人共享数据发表研究成果时,应规范引用相关数据,并明确注明数据来源。
4. Authors who use data shared by others in their publications shall properly cite the data and clearly acknowledge the data source.
