    摘要:

    随着电力现货市场建设地不断深入,不平衡资金问题成为现货市场进入常态化运行的关键阻力。不平衡资金与市场特征密切相关,以单边市场模式为背景,从降低双轨不平衡资金规模的角度出发,设计了基数兜底结算机制。提出了基数兜底结算机制下波动性不平衡资金和阻塞不平衡资金的结算模型,并通过算例验证了模型的正确性;分析基数兜底结算机制对波动性不平衡资金和市场主体的利益影响,以及市场主体合约签订情况对阻塞不平衡资金的影响,并从市场放开节奏和市场结算机制等方面提出对应的建议,以降低不平衡资金对现货市场的影响,从而保障现货市场平稳起步。

    Abstract:

    With the continuous deepening of the spot market construction, the problem of unbalanced funds has become the key resistance to the regular operation of the spot market. Unbalanced funds are closely related to the characteristics of the market. Based on unilateral market mode and from the point of view of reducing the scale of dual-track unbalanced funds, a base for bottom settlement mechanism is designed. A settlement model of volatility unbalanced funds and congestion unbalanced funds under the base-forbottom settlement mechanism is proposed, and the correctness of the model by an example are put forward. The impact of the base for bottom settlement mechanism on volatility unbalanced funds and the interests of market players are analyzed, as well as the impact of contract signing of market entities on congestion unbalanced funds. In order to reduce the impact of unbalanced funds on the spot market and ensure a smooth start of the spot market, some suggestions are put forward from the aspects of market opening rhythm and market settlement mechanism.
