| 随着高比例新能源并网与电力市场化改革的深入,如何解决传统发电机组固定成本回收困难并保障系统容量充裕性成为关键问题。在此背景下,提出了适应电源结构深度转型的分阶段容量充裕性保障机制,涵盖试点期固定容量补偿、过渡期分类竞价补偿机制与成熟期统一容量市场三个演进阶段。首先,基于跨市场预期收益设计固定容量核算方法,保障初期基础灵活性电源的固定成本回收;其次,针对异质资源调节特性构建分类竞价补偿模型,引导各类灵活性资源独立竞价;最后,设计统一容量市场集中出清机制以统筹长期容量投资决策。算例结果表明:所提出的分阶段容量充裕性保障机制能够保障发电企业有效回收固定成本,引导新型储能等灵活性资源的合理投资,进而保障系统长效容量充裕度与灵活调节能力。 |

| With the integration of high-proportion renewable energy and the deepening of electricity market reform, solving the dif-ficult fixed cost recovery for traditional generators and en-suring system capacity adequacy have become critical issues. A phased capacity adequacy guarantee mechanism adapting to the deep transformation of the power structure is proposed, covering three evolutionary stages including fixed capacity compensation in the pilot phase, category-based competitive compensation in the transition phase, and a unified capacity market in the mature phase. First, a fixed capacity accounting method based on cross-market expected revenue is designed to guarantee the fixed cost recovery of initial baseline flexible power sources. Second, a category-based competitive com-pensation model is developed for heterogeneous resources with different regulation characteristics, guiding various flexible resources to participate in bidding independently. Finally, a centralized clearing mechanism for the unified capacity market is designed to coordinate long-term capacity investment decisions. Case study results show that the pro-posed phased capacity adequacy guarantee mechanism can ensure effective fixed-cost recovery for generation enter-prises, guide the reasonable investment in flexible resources such as energy storage, and thereby guarantee long-term system capacity adequacy and flexible regulation capability. |
