| 针对区域调峰市场服务主体扩大至常规水电及其与省级市场衔接问题,构建了一种跨省水火协同优化电力调峰辅助服务市场机制。该机制考虑水电上网电价、不同的运行区经济和安全稳定特性,提出了水电深度调峰基准界定方法与调峰机会成本模型;针对发电权置换区域调峰市场类型,根据水煤调峰电量有无返还的不同调峰交易类型、深度调峰成本的显著差异,紧密结合区内各省级调峰市场限价的地区差别,细分水电与燃煤深调峰交易品种,提出了一种“分类分级限价、分类出清”交易机制,实现水电优先出清及其与煤机的差异化限价,兼顾了省级调峰市场限价要求,构造与之适配的补偿与分摊机制。算例验证表明该机制可进一步深挖水电深度调峰能力,统筹水煤调峰服务特性与成本显著差异,实现协同市场化调峰优化,提升系统调峰能力、降低调峰成本,避免省级购买区域调峰资源成本超过自身调峰价格上限。 |

| Integrating conventional hydropower into regional peak regulation markets and coordinating with provincial markets is key. A cross-provincial hydro-thermal ancillary service market mechanism addresses this. It considers hydropower feed-in tariffs along with the economic attributes and security-stability characteristics of different operational zones, proposing a hydropower deep peak regulation benchmark and opportunity cost model. Specifically for the Generation right replacement market, transactions are categorized based on the presence or absence of energy return for hydro-coal peak regulation. Considering significant deep regulation cost differences and regional variations in provincial market price caps, it defines separate trading products for hydropower and coal-fired deep peak regulation. It then proposes a “categorized and tiered price caps with separate clearing” mechanism, achieving priority clearing for hydropower and differentiated price caps for hydro versus coal units, while accommodating provincial price cap requirements and constructing compatible compensation and cost allocation mechanisms. Case verification shows the mechanism further harnesses hydropower deep regulation capability, coordinates hydro-coal services despite cost differences, enables market-based peak regulation optimization, enhances system regulation capability, reduces costs, and prevents regional costs exceeding provincial peak regulation price caps. |
