| 我国新一轮电力体制改革已全面铺开，进入落地实施的关键阶段，而目前关于电力市场改革的法律并未健全。首先简述澳大利亚的电改历程，梳理其关于电力市场的法律体系，对其电力市场和法律体系的特点分别进行了归纳总结分析，并分析两者发展间的联系。在对我国现有电力市场法律体系进行分析的基础上，提出我国电力市场法律体系的框架，并对省级电力市场法律体系的建设提出了具体建议，为我国的电改工作提供参考。 |

| With the new electricity reform being carried out,China's electricity reform process has entered a critical stage, but the legal system about the electricity market is not perfect yet.Firstly, the electricity reform course of Australia is briefly introduced, then the legal system of its electricity market is combed.The characteristics of the electricity market and its legal system are analyzed respectively as well as the relationship between them.Based on the analysis of the existing electricity market legal system of China, the framework of China’s electricity market legal system is proposed, and the advice on the legal system construction of provincialelectricity market is given, which provides references for China’s electricity reform. |
